Horizon Zero Dawn’s Frozen Wilds DLC was also fantastic. Not only are these expansions great, but they keep their respective franchises fresh in people's minds.
Save it until you're almost done with the main quest, and do a bunch of sidequests. 30 might be doable depending on your difficulty setting, but if it's anything higher than Normal, I'd recommend at least 35-40. Also, get the map for the Bluegleam, and collect it, and buy the weapons in the DLC as soon as you can.
There is a quest in the main game that takes you literally right next to the frozen wilds. Around that same time, you encounter a character that appears to be from the frozen wilds. That, in my opinion, is the best time story wise to complete the dlc, though it may be a challenge at that point depending on what level you're at. 4.

Additionally, there are plot details in The Frozen Wilds that may spoil big revelations and plot points in the main game. This DLC was mainly made for those who'd maxed out their skills and reached level 50
